CDC Office and Location: A fellowship opportunity is currently available with the Performance and Evaluation Office (PEO) within the Office of Policy, Performance, and Evaluation (OPPE), Centers for Disease Control and Prevention (CDC), in Atlanta, Georgia.

The Centers for Disease Control and Prevention (CDC) is one of the major operation components of the Department of Health and Human Services. CDC works to protect America from health, safety and security threats, both foreign and in the U.S. Whether diseases start at home or abroad, are chronic or acute, curable or preventable, human error or deliberate attack, CDC fights disease and supports communities and citizens to do the same.

Research Project: The Performance and Evaluation Office develops and implements agency-wide systems and processes to strengthen CDC’s long-term strategy, performance, and evaluation efforts to achieve lasting public health goals. The fellow will gain experience in developing and implementing performance monitoring and continuous program improvement initiatives related to OPPE and PEO priorities agency-wide to improve program performance by:

• Learning how to Deliver tools, technical help, and resources
• Learning how to provide training, webinars, and other professional development resources
• Collaborating on agency-wide performance monitoring activities
• Learning how to coordinate performance reporting
• Collaborating with programs to use data to achieve their desired outcomes and demonstrate accountability for program investments.

Learning Objectives: Under the guidance of a mentor, other participant learning activities may include the following:

• Gain experience in developing performance monitoring approaches, standards,  guidelines, and policies to integrate continuous program improvement into strategic planning and program implementation.
• Collaborate in the planning and implementation of performance monitoring and continuous program improvement projects that promote improving efficiency and effectiveness of CDC’s public health programs.
• Gain experience with collaborative performance monitoring and continuous improvement projects/studies and coordination efforts including operationalizing performance measurement indicators, developing data collection and analysis plans, collecting, analyzing, and interpreting data using appropriate quantitative and qualitative methods, communicating findings through innovative data visualization and collaborate on developing recommendations for improvements on program performance measurement, processes, programs, and/or policies.
• Participate in training and technical help activities for internal and external audiences, including local, state, national, international, and private sector entities related to, assessing, measuring, and continuously improving public health programs and initiatives to reach long term public health outcomes.
• Learn to synthesize performance monitoring results into clear and effective written documents and/or oral presentations.
• Gain experience in delivering presentations, reports, and talking points to various audiences, including leadership and relevant audiences in CIOs and external partners.

Anticipated Appointment Start Date: January 13, 2025. Start date is flexible and will depend on a variety of factors.

Appointment Length: The appointment will initially be for one year, but may be renewed upon recommendation of CDC and is contingent on the availability of funds.

Level of Participation: The appointment is full time.

Participant Stipend: Stipend rates may vary based on numerous factors, including opportunity, location, education, and experience. If you are interviewed, you can inquire about the exact stipend rate at that time and if selected, your appointment offer will include the monthly stipend rate.

ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and CDC. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

The qualified candidate should be currently pursuing or have received a master's degree in the one of the relevant fields (e.g. public health, program evaluation, epidemiology, social/behavioral sciences, health policy, or a related field). Degree must have been recieved within the past five years or is anticipated to be received by 12/31/2024.

Preferred skills:

• Knowledge of continuous quality improvement principles, methods, and frameworks, including the steps and standards of the CDC Program Evaluation Framework
• Knowledge of social science or program evaluation methods
• Knowledge of data analysis, data visualization, and communication/dissemination strategies
• Ability to manage multiple competing timelines and projects.
• Ability to work in a dynamic environment and flexibility to pivot as needed.
• Knowledge of continuous quality improvement principles, methods, and frameworks, including the steps and standards of CDC’s Program Evaluation Framework.
• Quantitative and qualitative evaluation project design, implementation, analysis, visualization, and reporting.
• Strong written and oral communication skills
