The Energy Efficiency and Renewable Energy (EERE) Research Participation Program is designed to provide opportunities for students, postgraduates, established scientists and faculty to participate in programs, projects, and activities that support the mission of the EERE. Participants will hold appointments at DOE-EERE Headquarters, EERE field offices, and other EERE-approved sites. Participants will receive hands-on experience that provides them with an understanding of the mission, operations, and culture of EERE.
The Commercial Buildings Integration (CBI) Program within DOE’s Office of Energy Efficiency and Renewable Energy’s (EERE) Building Technologies Office (BTO) accelerates the voluntary uptake of efficient building technologies and develops solutions to overcome non-technical barriers to energy efficiency. This is accomplished by engaging in:
- applied research and demonstration of advanced technologies,
- development of tools and solutions to remove barriers to investment in efficiency,
- market partnerships to drive technologies and solutions into the commercial buildings marketplace.

The CBI Deployment Appointee will:
- Assist in positioning DOE’s Commercial Building Integration Program to help market partners achieve deeper energy savings across their building portfolios
- Recruit and retain partners for CBI's partnership programs
- Assist in developing and maintaining relationships with key commercial building energy efficiency stakeholders at businesses, organizations, trade and industry groups, and not-for-profit organizations influential to assigned sectors and/or work streams
- Assist in overseeing the development, publication, and promotion of case studies highlighting successful implementation of energy efficient technologies
- Become an expert in the tools and resources developed or sponsored by DOE’s Commercial Building Integration Program and effectively communicate the benefits of these tools and resources to program partners and the broader energy management community to encourage their use
- Assist in representing the Commercial Buildings Integration group and the Better Buildings program effectively and professionally in public forums, perform stakeholder outreach activities including making public presentations on assigned program work to a variety of audiences, and preparing a variety of briefing papers, slice decks, and reports for BTO and EERE senior management upon request
- Assist in overseeing communications, outreach, and public-facing materials developed for program partners in assigned sectors
- Assist with budgeting for the program area and contributing to the annual operating plan as requested
Participant Benefits
Participants will receive a stipend to be determined by EERE. Stipends are typically based on the participant’s academic standing, discipline, experience, and research facility location. EERE may authorize a stipend increase to offset the costs of health insurance. Participants are eligible to purchase the family or individual health insurance plan offered through ORISE. A relocation allowance may be provided for participants relocating to the hosting facility. Participants may receive an allowance for education and/or scientific activities as approved by EERE.
This opportunity is available to Lawful Permanent Residents (LPR).
Nature of Appointment
The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.
Appointment is a one year opportunity with possible renewal for a second year.
Appointment includes travel and training allowance.
Qualified candidates will have:
- Expert knowledge of one or more of the following areas:
- Energy management best practices for commercial real estate, retail, food service, grocery, hospitality, healthcare, and/or higher education sectors
- Commercial building mortgage underwriting and financing
- Commercial building appraisals
- Commercial real estate trend analysis
- Demonstrated experience managing public-private partnership programs
- Familiarity with design and management of successful energy efficiency programs for building owners, managers, architects, engineers, and/or construction firms
Candidates should have a Bachelor's degree in one of the disciplines listed below or a related field. Master's degree preferred.
