ORNL Export Control Analyst Post-Master’s Business Associate
Oak Ridge National Laboratory (ORNL) is the largest U.S. Department of Energy (DOE) science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy, environment, and security.
The Materials Security Export Control (MSEC) Group within the Nuclear Nonproliferation Division at ORNL is seeking candidates for a Post-Master’s Business Associate position, with emphasis in the area of nonproliferation and export controls.
The MSEC Group provides direct research and development and technical support to control and reverse the international proliferation of nuclear, chemical, biological, and missile (NCBM) technologies and programs that may support weapons research, development, and/or production. Customers include the DOE National Nuclear Security Administration (NNSA) and other government agencies. The Domestic and International Export Control Teams within the MSEC Group have a broad focus on technologies spanning the range of NCBM threats.
Primary project duties will support the creation of a commodity database. The successful candidate will gather data from publicly available information published by international nonproliferation organizations, reformat data for upload into a database tool, and interface with MSEC staff and ORNL developers on efficient user interface design. The successful candidate’s secondary responsibilities will be to support MSEC export control outreach curriculum development.
Candidates should have completed a master's degree in international affairs, diplomacy, international security, or a related field.
Preferred Skills:
- Must have strong problem-solving skills and a willingness to apply those skills to a variety of large, complex problems.
- Experience with research and analysis.
- Experience with database maintenance.
- Ability to interpret and brief federal export control regulations.
- Familiarity with international export control regimes (e.g., Missile Technology Control Regime, Nuclear Suppliers Group, Australia Group).
- Additional knowledge in the export licensing processes, proliferation risk assessments, high-risk property transfers, demilitarization requirements, nuclear technology authorizations, counter-proliferation support, interdiction support, risk analysis, technology control plans, export enforcement organizations training, and development and implementation is highly desirable.
- Excellent communication and presentation skills are a must for this position.
