Office and LocationA fellowship is available within the Office of the Assistant Secretary for Health (OASH), Office of the Secretary (OS), at the U.S. Department of Health and Human Services (HHS) located in Washington, D.C.

The mission of the U.S. Department of Health and Human Services (HHS) is to enhance the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health, and social services.

Research Project: The Office of the Assistant Secretary of health is seeking an experienced candidate who is interested in research and policy development focused on ending gender-based violence. The candidate will collaborate with the HHS Director of Sexual and Gender-based Violence to implement the goals of the National Action Plan to End Gender-based Violence. The candidate will conduct literature reviews and analyze data on gender-based violence including sexual assault and intimate partner violence. The candidate will participate in interagency work groups and teams to apply research to inform policy and practice on the prevention and intervention of gender-based violence. Topic areas could include trauma informed care for sexual assault survivors, effective strategies to screen for gender-based violence in health care settings, and emerging strategies in sexual assault and intimate partner violence prevention in LGBTQI+ communities.  Candidate will write policy papers and memos, compile information from external stakeholders, prepare briefing materials to inform work groups, and track ongoing progress on new initiatives.

  • Develop and apply knowledge about new and effective strategies to intervene in and prevent gender-based violence
  • Apply knowledge and skills in data and research to the critical problem of gender-based violence
  • Observe and participate in interagency initiatives and the policy-making process that drives the federal government forward
  • Gain experience collaborating with multiple HHS components, interagency partners, and external stakeholders working towards similar goals
  • Gain an understanding of the application of public health principles in the prevention of gender-based violence

Anticipated Appointment Start Date: As soon as a qualified candidate is identified. Start date is flexible and will depend on a variety of factors.

Appointment LengthThe appointment will initially be for one year, but may be renewed upon recommendation of HHS and is contingent on the availability of funds.

Level of ParticipationThe appointment is part-time (20 hours per week), or full-time, and is negotiable..

Participant StipendThe participant will receive a monthly stipend commensurate with educational level and experience. 

Citizenship RequirementsThis opportunity is available to U.S. citizens, Lawful Permanent Residents (LPR), and foreign nationals. ORISE InformationThis program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and HHS. Participants do not become employees of HHS, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

The successful applicant(s) will be required to comply with Environmental, Safety and Health (ES&H) requirements of the hosting facility, including but not limited to, COVID-19 requirements (e.g. facial covering, physical distancing, testing, vaccination).

Qualifications

The qualified candidate should have received a master's or doctoral degree in one of the relevant fields, or be currently pursuing one of the degrees with completion before December 31, 2025. Degree must have been received within the past five years. 

Preferred Skills:

  • Experience conducting literature reviews and the ability to consider the application of research to practice.
  • Skills in translating research into high quality, plain English writing.
  • Highly productive, independent, and flexible with multiple assignments.
  • Insight into one’s own threshold for engaging with written material and hearing stories that involve violence, abuse, and trauma, including sexual assault. Willingness to ask for help and support in dealing with these subjects.
  • Curious, open-minded, and willing to explore new ideas.
