A postgraduate research opportunity is currently available at the U.S. Environmental Protection Agency’s (EPA) Office of Water (OW). This appointment will be served with the Drinking Water Protection Division (DWPD), Infrastructure Branch (IB) located in Washington, DC.

The Infrastructure Branch is responsible for overseeing the Drinking Water State Revolving Fund (DWSRF) program implementation, including the eligibility of projects for financial assistance from state revolving funds. This responsibility for evaluating eligibility includes consideration of drinking water source protection, treatment processes, transmission and distribution, and storage. In this regard, the Branch develops, implements and supports regulatory standards development to ensure that requisite water systems response to standards from physical plant changes may be eligible for financing under the DWSRF program. A key component of the DWSRF program is the American Iron and Steel (AIS) provision that requires water infrastructure assistance recipients to use iron and steel products that are produced in the United States for the construction, alteration, maintenance, or repair of a public water system. Under the guidance of a mentor, the participant will be trained to 1) participate in the development of informational products that assist Regions, states, and other stakeholders such as training materials, web casts, conference calls, fact sheets, AIS website, and other written communications 2) conduct on-site engineering reviews and application of drinking water system infrastructure design and construction to comply with the nations drinking water standards addressing AIS elements 3) conduct research on national AIS product use and practices 4) contribute to the review of AIS waiver requests and participate in the response process 5)  provide support for the evaluation of issues related to technical aspects of AIS products.

Participant must be able to travel to site visits. 

This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and EPA. The appointment will initially be for one year and may be renewed up to three additional years upon EPA recommendation and subject to availability of funding. The participant will receive a monthly stipend commensurate with educational level and experience. The annual stipend rate will be as follows based on educational level: $47,016 (Bachelors), $57,510 (Masters), $69,581 (PhD). Proof of health insurance is required for participation in this program. The appointment is full-time at EPA in the Washington, DC area. Participants do not become employees of EPA, DOE or the program administrator, and there are no employment-related benefits.

Qualifications

The qualified candidate should have received a bachelor's, master's or doctoral degree in one of the relevant fields, or be currently pursuing one of the degrees and will reach completion by the June 2019. Degree must have been received within five years of the appointment start date.

  • Knowledge and/or experience of drinking water and/or wastewater systems
    Good written and oral communication skills, and teamwork
