The EPA Environmental Research and Business Support Program has an immediate opening for a flexible part-time (20 hours per week) EPA Database and Software Tools Support Associate with the Office of Research and Development at the EPA facility in Corvallis, Oregon.
The Office of Research and Development at the EPA supports high-quality research to improve the scientific basis for decisions on national environmental issues and to help EPA achieve its environmental goals. Research is conducted in a broad range of environmental areas by scientists in EPA laboratories and at universities across the country.
The Office of Research and Development at the EPA has a requirement for programming user-friendly decision support systems. The work described here is designed to provide ORD with that support.
ORD’s Sustainable and Healthy Communities Research Program (SHC) seeks to assist communities in the development and implementation of sustainable management plans. As part of this effort, SHC staff are creating software applications that will assist communities in sustainable decision making. The tools being developed include (but are not limited to) a database inventory of sustainability tools, Open Scenario Planning Tool software plugins, a report card tool for final ecosystem goods and services, a human well-being index application that makes use of local community data, and a number of modeling frameworks. To assist with these products, we require a student services contractor with software programming skills who can work with the creation and maintenance of multiple SHC software applications.
The selected candidate shall assist in designing, building, testing and maintaining SHC tools. In addition, the candidate shall work with EPA tool developers as well as other programmers.
Responsibilities will include:
- Working with other contractors designing and implementing initial tool prototypes,
- Working with EPA staff to design, implement and test tools,
- Working with possible users of tools to create use cases and design requirements,
- Writing documentation for the tools, and
- Implementing new tool features and bug fixes.
Communications related responsibilities will include:
- Participating as a member of a multi-disciplinary research team,
- Interacting with other members of the development team as well as EPA scientists,
- Documenting code and database development efforts, and
- Participating at a scientific conference if requested to present work performed as a poster presentation.
Location: This job will be located at EPA’s facility in Corvallis, Oregon.
Salary: Selected applicants will become temporary employees of ORAU and will receive an hourly wage of $20.04 for hours worked.
Travel: Some travel may be expected.
Expected Start Date: The position is part-time up to 20 flexible hours per week expected to begin December 2016/January 2017. The initial project is through May 14, 2017, followed by up to three (3) 12-month optional periods.

Eligible applicants must:
- Be at least 18 years of age and
- Have earned a bachelor’s degree in computer science or a degree in another discipline with significant coursework in computer science, and strong demonstrated software development skills.
- Be a citizen of the United States of America or a Legal Permanent Resident.
EPA ORD employees, their spouses, and children are not eligible to participate in this program.
Required Knowledge, Skills, Work Experience, and Education
Successful candidates will have:
- Experience in developing database applications,
- Experience with user interface design,
- Experience in developing interactive web applications,
- Experience with high level programming languages with significant experience using C, C#, or Java, and
- Strong written, oral and electronic communication skills.

It is desirable for candidates to also have:
- Experience with SQL.
- Citizenship: LPR or U.S. Citizen
- Degree: Bachelor's Degree, Master's Degree, or Doctoral Degree received within the last 24 month(s).
