The U.S. Department of Energy (DOE) Science, Technology and Policy Program (DOE-STP) is designed to provide opportunities for students, postgraduates, and faculty to participate in programs, projects, and activities at the Department. Fellows will receive hands-on experience that provides an understanding of the mission, operations, and culture of the DOE. As a result, fellows will gain deep insight into the federal government's role in the creation and implementation of energy technology policies; apply their scientific, policy, and technical knowledge to the development of solutions to issues of importance to the DOE and continue their education and involvement in areas that support the DOE mission either in a technical or policy-related role

About this Opportunity

The U.S. Department of Energy (DOE) Office of International Affairs (IA), in collaboration with the Oak Ridge Institute for Science and Education (ORISE), is seeking a highly motivated candidate for an Energy Markets Data Fellowship. This opportunity is ideal for individuals interested in contributing to U.S. international energy policy through rigorous data analysis and market research.

The selected fellow will collaborate with IA staff to support the Department’s international energy engagement by collecting, organizing, and synthesizing data on global energy markets. The fellow’s participation on this project will inform high-level policy discussions, strategic briefings, and collaboration with international partners.

Learning Objectives

Through this fellowship, the participant will:

• Gain knowledge of federal energy policy development and international affairs.
• Learn how to identify, collect, and analyze global energy market data from international and domestic sources.
• Contribute to U.S. energy engagements by providing timely and accurate market intelligence to inform DOE leadership and interagency efforts.
• Collaborate with experts across DOE, U.S. government agencies, and international institutions.

Key Activities

The fellow may participate in the following activities:

• Compile and clean datasets from diverse sources, including the U.S. Energy Information Administration (EIA), International Energy Agency (IEA), OPEC, Energy Institute Statistical Review, national governments, and market intelligence platforms.
• Analyze global energy trends in areas such as oil and gas, electricity, renewables, energy trade, and pricing.
• Develop charts, graphics, and briefings that communicate complex data clearly to non-technical audiences.
• Participate in preparing policy briefs, reports, and presentations for DOE leadership and interagency stakeholders.
• Learn about IA’s engagement in international forums, bilateral dialogues, and strategic initiatives with data-driven insights.

Participant Benefits

Participants will receive a stipend to be determined by IA.  Stipends are typically based on the participant's academic standing, discipline, experience, and research facility location.  IA may authorize a supplemental stipend to offset the costs of health insurance.  Participants are eligible to purchase health insurance plans offered through ORISE.  Participants may receive an allowance for education and/or scientific activities as approved by IA. 

Duration

This fellowship is initially for three months in length with the possibility of extension. Extensions are determined by IA and are based on the project needs, availability of funds, and fellow interest and availability.

Washington, D.C.

Nature of Appointment

The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE letter of appointment and Terms of Appointment.

Qualifications

Required:

• Bachelor’s or Master’s degree in a relevant field (e.g., economics, energy studies, public policy, international relations, data science).
• Strong data analysis skills and attention to detail.
• Proficiency in Excel and data visualization.
• Interest in global energy systems, policy, or market dynamics.
• U.S. citizenship

Preferred:

• Familiarity with international energy data sources (e.g., IEA, EIA, OPEC).
• Familiarity with programming or data tools (e.g., Python, R, SQL, Tableau).
• Understanding of global energy markets, trends, and trade.
• Excellent written and verbal communication skills.
