The Energy Efficiency and Renewable Energy (EERE) Science, Technology and Policy (STP) Program serves as a next step in the educational and professional development of scientists and engineers by providing opportunities to participate in policy-related projects at DOE's Office of Energy Efficiency and Renewable Energy in Washington, D.C. Participants will become part of a group of highly-trained scientists and engineers with the education, background, and experience to be part of the workforce that supports the DOE's mission in the future.
ORISE is continuing normal program operations during the COVID-19 pandemic. This opportunity will be offered as long as Department is able to complete the onboarding process and ensure a meaningful experience to participants. The ORISE participant will collaborate with the U.S. Department of Energy’s Advanced Manufacturing Office in two main topic areas:
1) advancement of combined heat and power (CHP) technologies; and 2) development of strategic energy management approaches, such as ISO 50001.
More specifically, within the CHP topic, the ORISE participant will receive hands on experience in the development of an integrated strategy and work plan to guide AMO’s CHP activities within its Technical Partnerships group. This may include:
• Researching the state of the CHP market, including key barriers and drivers to implementation
• Staying abreast of new policy and technology developments impacting CHP implementation
• Maintaining awareness of related efforts from other government agencies, private industry, and nongovernmental organizations
• Collaborating with AMO staff to propose a strategy that links disparate actions together, builds on current technology and other trends, and leverages existing DOE assets to accelerate advancement of CHP across the country.
Relative to strategic energy management, the ORISE participant will engage with AMO to learn how to develop, manage and conduct technical analysis, create plans and resources, and research and assess new techniques to advance energy management and energy practices in alignment with ISO 50001. ISO 50001 is a global practice of organization-wide energy optimization and sustainability that has been shown to lead to large, sustained energy savings across sectors. Key areas may include:
• Collaborating to develop resources leading to increased ISO 50001 implementation
• Determining resource needs and assessing technical options to meet program goals
• Contributing to written reports and papers on program research or findings
• Developing and executing data analysis and case studies, producing graphical and written findings
• Monitoring partner and project performance to meet program requirements
• Contributing to concepts related to utility energy efficiency incentive programs and ISO 50001
Participant Benefits
Selected candidates will receive a stipend as support for their living and other expenses during this appointment. Stipend rates are determined by EERE officials and are based on the candidate’s academic and professional background. Relocation expenses, not to exceed $5,000, incurred in relocating from the participant's current address to Washington, D.C. (if more than 50 miles from the address shown on the application), may be reimbursed. Participants will receive a travel allowance of $10,000 per appointment year to cover travel-related expenses to scientific and professional development activities.

• Strong verbal and written communication skills
