The U.S. Army Public Health Center (APHC) mission is to enhance Army readiness by identifying and assessing current and emerging health threats, developing and communicating public health solutions, and assuring the quality and effectiveness of the Army's Public Health Enterprise. US Army Public Health Command Europe (PHC-E) provides timely, tailored, and technical preventive medicine, public health, and veterinary services to our stakeholders in order to protect the health and wellness, maximize the readiness, and improve the resiliency of those we are privileged to serve. Laboratory Services (LS) is located in Landstuhl, Germany and resides in a state-of-the-art recently renovated laboratory facility. LS consists of a biological analysis section, chemical analysis section, and a laboratory operations section. LS is an ISO 17025 accredited and ISO 9001 registered laboratory.

Under the guidance of a mentor, the participant will take part in the continual improvement of the LS Quality Management System to ensure continued registration and accreditation with International Standards 9001:2015 and 17025:2017 for chemical and biological testing. The participant will seek to learn and establish adequate quality standards through identification of critical attributes of the LS quality system. The participant will ensure reliability of analyses and interpretation of field or laboratory data for evaluation of results by chemists, microbiologists, and engineers for customers who rely on the data for environmental or food safety interpretations. This experience will also allow the participant to showcase their understanding of laboratory practices and analytical instruments such as spectrophotometers for this purpose. This project consist of a number of different and unrelated processes that are precise and exacting such as auditing and calibration. The participant will learn to coordinate and plan the phases of assignments and select the method or approach that will best accomplish it. In learning to maintain quality assurance databases and other records used to track and maintain the LS Quality System, the participant will also learn to document all project results while ensuring that all measurements are traceable to a national metrology body as required by the relevant accreditation.

Appointment Length

This appointment is a twelve month research appointment, with the possibility to be renewed for additional research periods. Appointments may be extended depending on funding availability, project assignment, program rules, and availability of the participant.

Participants will receive a stipend to be determined by APHC. Stipends are typically based on the participant’s academic standing, discipline, experience, and research facility location.  Other benefits may include the following:

Nature of Appointment

The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOD, or any other office or agency.  Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE appointment letter and Terms of Appointment.

Additional Information

While participants will not enter into an employment relationship with DOD or any other agency, this opportunity will require a suitability investigation/background investigation. Any offer made is considered tentative pending favorable outcome of the investigation.

Preferred candidate will possess an advanced degree in mathematics or a physical science, but a bachelor's degree in mathematics or a physical science will be considered especially if applicant possesses significant skills and/or relevant experience. Favorable skills and experiences include: knowledge and understanding in the application of quality assurance principles such as auditing, analytical data review, corrective and preventative actions, root cause analysis, traceability, and Standard Operating Procedures (SOPs) in an accredited testing laboratory; the scientific analysis of trace level inorganic and/or organic analytes; and utilizing chemical or biological analysis instrumentation.
